$130 Million Financing Secured for Trinity Central Flats, Advancing Affordable Housing in South Downtown Atlanta

A forthcoming high-rise affordable housing development is set to break ground adjacent to City Hall

ATLANTA, GA – Trinity Central Flats, a forthcoming high-rise affordable housing development, is set to break ground in South Downtown Atlanta. Located at 104 Trinity Avenue, adjacent to City Hall and within a Qualified Census Tract, this landmark project will bring critically needed housing to one of Atlanta’s most transit-connected and job-rich neighborhoods. 

With $130 million in financing secured, construction will begin in December 2025. The 10-story, 218-unit community will offer a mix of studios, efficiencies, and one-, two-, and three-bedroom apartments, including one non-revenue unit. Notably, 20 units will be reserved for individuals experiencing or at risk of homelessness, advancing the project’s deep affordability mission. 

Affordable and Inclusive Living in the City Core 

Trinity Central Flats will serve households earning 50%-80% of AMI, helping to address the shortage of accessible housing options in the city core. The building will also include approximately 6,175 square feet of ground-floor retail space along Shirley Clarke Franklin Boulevard, activating the streetscape and contributing to the neighborhood’s revitalization. 

A Model Public-Private Partnership 

This transformative development is the result of a robust public-private collaboration that includes: City of Atlanta, Invest Atlanta, Georgia Department of Community Affairs (DCA), Atlanta Urban Development Corporation, Community Foundation for Greater Atlanta, Partners for HOME, Atlanta Housing, Housing Authority of DeKalb County, U.S. Department of Housing and Urban Development (HUD), Goldman Sachs, National Housing Affordable Trust, Advantage Capital, and Berkadia. Predevelopment funding was provided by Low-Income Investment Fund (LIIF), National Housing Trust (NHT), and Corporation for Supportive Housing (CSH).

Impact & Outlook 

Located in the South Downtown/City Hall corridor, Trinity Central Flats is expected to create hundreds of construction and permanent jobs, while delivering long-term affordable housing in a central, walkable location. It’s a catalytic investment in Atlanta’s vision for inclusive, sustainable urban growth. The development team is led by Radiant Development Partners, LLC, under the leadership of Sharon D. Guest, with Capitol Hill Neighborhood Development Corporation (CHNDC) and EQ Housing Advisors serving as co-owner/co-developers.
