Radiant Development Partners Closes on The Kennedy at Riverside, a 50-Unit Mixed-Income Development in Atlanta, Georgia

A Mixed-Income Affordable Housing Development with 50 Units is Underway in Atlanta’s Perry Bolton Neighborhood
ATLANTA, GA – Radiant Development Partners has officially closed on The Kennedy at Riverside, a new 50-unit affordable and workforce housing community located at 1988 Hollywood Road NW in Atlanta, Georgia. This $24.1 million development features a collaborative capital stack that includes 9% Low-Income Housing Tax Credits (LIHTCs) awarded by the Georgia Department of Community Affairs. The project reflects a continued commitment to expanding equitable housing access for working families and civil servants across the city.
Project Overview
Situated on 1.2 acres in the Perry Bolton Tax Allocation District, The Kennedy at Riverside will offer a mix of studio, one-bedroom, and two-bedroom units, including three Live/Workspaces designed for small business owners. These unique ground-floor units will include an additional 600 square feet of workspace, with rents structured to remain affordable for small business owners.
A total of 90% of the units will be reserved for households earning 50% and 60% of the Area Median Income (AMI), with the remaining 10% serving moderate-income renters seeking high-quality, well-located housing.
Collaborative Financing Partners
The financing for this development showcases a successful collaboration among public and private partners at both the state and local levels. The Georgia Department of Community Affairs awarded 9% Low-Income Housing Tax Credits, which were directly purchased by US Bank, providing both federal and state equity totaling $17.2 million. Invest Atlanta supported the effort with $2.5 million through the Perry Bolton Tax Allocation District (TAD), and the Community Development Trust (CDT) provided a $3.5 million permanent loan to ensure long-term financial stability. The Atlanta Urban Development Corporation (AUDC) also partnered with the development team through a Private Enterprise Agreement, allowing the project to benefit from a property tax exemption. Together, these partners made it possible to deliver high-quality, affordable housing that strengthens the surrounding community.

Each unit will feature Energy Star appliances, built-in microwaves, in-unit washer/dryers, ceiling fans, and durable luxury vinyl plank flooring. The building will also seek National Green Building Standard (NGBS) certification.

Construction will commence immediately, with resident move-ins expected by Fall 2027.
