A Historic Day in Southwest Atlanta: Radiant Development Partners Celebrates Progress on Sylvan Hills II

GROUNDBREAKING CEREMONY HIGHLIGHT

Radiant Development Partners joined the City of Atlanta, Atlanta Housing, ANDP, EQ Housing Advisors, TCE Development, and other partners to celebrate the groundbreaking of Sylvan Hills II, formerly known as Sylvan Circle Apartments.

Sylvan Circle Apartments was originally built during World War II near Fort McPherson to serve as housing for military personnel. However, The Atlanta Journal-Constitution published an ad post-WWII announcing the opening of Sylvan Circle Apartments on July 15, 1950. Now, 75 years later, we’re celebrating a new chapter. Ashani O’Mard, SVP, Strategic Housing Investments at Atlanta Neighborhood Development Partnership (ANDP), reflected on this historic moment during the ceremony with a copy of the AJC ad:

“This land once held nearly 300 modest World War II-era apartments, and we’re proud to see it thoughtfully reimagined to serve today’s housing needs. The first phase of our Sylvan redevelopment brought 183 affordable senior homes to life, and today’s groundbreaking marks the start of 233 additional affordable and mixed-income homes.”

This transformative community will serve households earning between 30% and 80% of the Area Median Income (AMI), offering a mix of garden apartments, carriage homes, and townhomes. The project’s thoughtful design includes energy-efficient appliances, low-flow fixtures, walking trails, and shared outdoor amenities—all without relying on traditional Low-Income Housing Tax Credits (LIHTCs).

“Sylvan Hills II reflects what’s possible when mission-aligned partners come together with creativity, trust, and a shared vision for inclusive growth,” said Atlanta Housing in its official press release.
